Could I possibly be successful with Xenon?

Good Morning,

I've spent some time reading old posts and searching and am unable to find an answer to my question. I found only one mention of Xenon. I hope you will be able to provide some insight or perhaps point me to resources where I could better educate myself.

The under cabinet lighting in my kitchen is Xenon. I tried a couple of years ago unsuccessfully to grow seedlings (tomatoes, peppers, etc.) under it. I used an assortment of props to keep the flats close to the light. As seeds grew I scrambled to find shorter props, gradually lengthening the space between the lights and the flats.

The seeds sprouted. The seedlings, while marginally acceptable, could have been bushier. They were a little more spindly than would have been desirable. In the end, the succumbed to the usual culprits of growing under lights: flop over and what I believe to be damping off. All along I felt it was too warm under these lights.

It has now occurred to me I could keep a small fan running to lower the temperature. I don't have a solid understanding of the spectrum of light thing, but I keep reading that blue and red are beneficial. If I could fix the other things working against me, could I possibly be successful with Xenon?
