Best light for rooting cuttings?

| I'm rooting a large number of cuttings and am looking for the most economical light set-up. Would 2 25W cool-white 48" tubes provide enough light if very close to the cuttings? |

| Cuttings really don't need a whole lot of light, so that should be fine. What types of plants are you growing? |
