Best light for rooting cuttings?

I'm rooting a large number of cuttings and am looking for the most economical light set-up. Would 2 25W cool-white 48" tubes provide enough light if very close to the cuttings?

Probably they would Rockky but I use 40w for all my plants, including seedlings. Stan

Cuttings really don't need a whole lot of light, so that should be fine. What types of plants are you growing?

I'm growing mostly houseplants such as begonias and gesneriads.
