plastic cover to start?

I am trying seed starting under lights for the first time. In the past leggy seedlings has been my problem with just trying it in the window, plus I don't have enough window sill. Anyhoo, my seeds (lettuce) came up and I put them under the lights when they were about an inch tall. I put the lights right down above them and watered from underneath. They died in a couple of days. I'm assuming they were too small to draw up enough water. Should I have left the plastic dome on? Will I have to water from the top? Will I have to mist? I really want to set them up hydroponically eventually so that they will be fairly self sufficent.
