You can get pretty good results from standard shoplights (I'd look for T8s and consider two fixtures side by side), the keys for tomatoes being relatively cool conditions once seedlings are up (no more than about 70F during the day with a drop to 55-60 at night if possible, and keeping plants to within no more than a couple inches from the tubes. The other biggie is not starting seeds too early (no more than 6 weeks before plants are to be set out). A lot of people start seeds way too soon and get spindly plants.

If your tomatoes get tall and spindly, remember you can transplant tomatoes all they way up to their top leaves. Bury in the ground as deep as you can and the tomato will grow roots all along the stem.
