Is that a good pair?

To make thing short, I have been growing cacti from seeds since 2 years with good results. Still, my seedlings were quite small when compared to others, I mean really small. So I investigate and I came to conclusion that the light intensity was the problem after lurking on the forum and doing some research. The fluorescent tube were providing too poor lumens intensity providing very poor growth. I was using Sylvania Gro-Lux Widespectrum 40 W. Instead, I decided to pair one T8 Philips 32 W 6500K Daylight with one T8 Philips 32W 3000K Soft White expecting to provide a full spectrum range for my cacti and way more light intensity. Still,I am worried that I should have use Cool White T8 4100K with my 6500 K fluorescent tube. I don't want them to be leggy and pale greeny, I want them to be big and green.

Am I overeacting??
