Growing under Lights

I am growing a potted angel-wing begonia and an african milk tree. What setting is better: a dorm hallway with overhead 24-hour fluorescent lighting, or a window that occasionally sees sunlight because of its location and since I'm in Seattle in winter? I don't care about flowering, just growth/stability.

I'd prefer the window, because 1) the light is liable to be better on a windowsill than far below hallway fluorescents, and 2) a windowsill in an apartment/room is liable to have fewer drunk dorm occupants reeling into it. :)

A couple 26 watt CFLs in desk/clamp lamps would be nice supplemental light as well. Definitely in the window.
