Do I need more light?

I have a PVC stand that holds a 24" flouresent fixture with 2 20 watt bulbs,I have 6 8"pots underneath with basil,parsley and chives growing,these plants were started from seed in a flat under these lights(plants 1"tall) but now they are in the 8" pots...is this light source going to be enough?

The light is enough as long as you keep them 2-3" above the canopy of the plants.
