It should work just fine. Hang it about 6-8 inches above the plants.

I try to keep all fluros no more than 2" from the plants.

It doesn't matter much what kind of fluorescent you use, therefore use the cheapest. Often, cool whites are on sale for $1.

Why is it that GE bulbs put out less lumens than other brands? 2250 lumens is pretty low for a 40 watt bulb. Same with their Halogen bulbs, put out less light than Westinghouse bulbs.
