Can I use just two full-spectrum 40W bulbs w/ a reflector?

I just got some cheap 4' shop lights that hold two bulbs each under a reflector. I also picked up two "Daylight" full-spectrum bulbs, which I think are 40W. Will this work for starting seeds? Or should I have one of those and a "cool" bulb in each fixture instead? Thanks.

Yes, this is fine. Daylight bulbs (6500k) are considered "cool" bulbs.

Just for future reference, plants use the "cool" end of the spectrum for vegetative growth, so the cooler the bulbs, the better. (Warm spectrum light is used for setting seed and developing fruit, and the mid-range green light is bounced off. ;o)
