Your tomatoes will quickly outgrow your fluorescent lights. They are a high-energy plant, needing lost of light and nutrients.
I recommend a 400w CMH full-spectrum light, that doesn't need to be changed from veg to bloom.

Generally, blue is preferred for growth (because it stimulates growth hormones, encourages rooting, and discourages excessive stem elongation). You also want red spectrum during the growth, this will increase the growth rate.

During bloom, red stimulates bloom hormones. But you still want blue, at least for most of the bloom phase. Right at the end, a full-spectrum light increases potency.

Well I think that they can do fine under fluorescent lights. Right now they are under 11W fluorescent lamp that I think is 2700K .They are about 10cm tall and are already starting to bloom. I am growing cherry tomatoes that grow about 30 cm long.
Also I am going to make them a small growing box. So they can get as much light as possible.
