Maybe if you are only growing a couple plants, but 2 feet does not sound right to me, especially for tomatoes. Are you using it to help suplament a sunny window? Or is this it? Is it a one bulb or two bulb fixture? I would think that perhaps, if it is just for one flat, and is two bulbs, then maybe. But the general rule of thumb is you want the light 1-3" above the seedlings, offering full coverage as they grow.
