Some germinating, some not...lights yet??

This is my first time growing under lights. I'm just growing flowers and a few veggies this year. I bought a 50 x 20 heat mat and my husband built a table with a recessed top for it, and hung grow lights. Now, I guess I should've planned a little better, but some things have a much faster germination rate than others. So, out of the 175ish seed pots, I've got about 20 germinating now.

So what do I do? These 20 need the grow lights. My 175 seed pots are held in 4 long trays with plastic domes. Could I leave the heat mat on but set another tray on TOP of the plastic domes that hold the early-germinating plants, so I can use the grow lights for them? My understanding was that I couldn't use the heat mat with the seedlings because it would cook the roots, but this way there's a seed tray and dome lid between the seedlings and the heat mat.
