Lights that work and don't work

Just purchased (2)$8 lights of america fixtures from walmart. Supposedly operates either t8 or t12 lamps. My intention was to install 3 plant and acquarium gro lights and one kitchen and bath fluro.

I found that 2 plant and acq would not work in the fixture but 1 plant and acq wide spectrum fluro and 1 kitchen and bath would. I called the lights of america customer service to find out what was going on. He said that they have found that t12 does not work well in these fixtures and that new boxes are changed to say for use with t8 32 watt.

I was wondering if anybody knows why 2 plant and acq together won't work but that the combo will? Will there likely be a problem down the road with this kind of set up? I assume that if the lighs turn on that they are as bright as they should be, am I correct in this assumption? Thanks
