Seed Germination Rate?

So, I've been starting seeds indoors under a shop light for the first time and my little tomato babies are awfully cute. However, my germination success is right about 50%, maybe less than 50%. Is this common? I've started them in styrafoam cups w/ moist soil under lights. While some of them are at 80-100% germination others are at 10-30%. I've been careful not to overwater but am starting to wonder if I should have been watering more than I have. I've kept the soil damp. Other than that I don't know why my germination rate would be so low. The soil's been kept warm - around 72% - under the lights. Just trying to trouble shoot what went wrong. So far I'm on day 10 from planting so I'm assuming that everything that will be up is up. Thanks for suggestions! Wondering if I should start again on the reluctant varieties.
