Flood Light for flowering?

I found a 2 year old thread, similar but didn't really answer my question.

Of all my houseplants only 2 are viable for flowering. A cactus and a peace lily - lives on top of a a beta fish.

I have a bar above the kitchen sink w/ two recessed flood lights about 5ft above the bar. I'm wondering if there is a light that would trick these into flowering. They both came w/ blooms but haven't had any since.

The best I've found in the store is a 75w that produced something like 500 lumens for $10 ea.

I'm wondering if something like this might do the trick, kept on for 16hrs a day.
