15W T8 instead of 18W T8

Hi all, I have searched for relevant info in these threads but this Q is a bit off the common tracks. I have some basic GE fixtures, 24'' jobbies that take 1 24'' 18W T8. What they have currently is a GE warm white tube, and not overly bright. I was thinking of starting some seeds under a group of 3 of such lights but was looking to switch out the older WW to a brighter, cool white tube. Problem is, I can't seem to find a 24'', cool white tube for anything other than 15 watts. My question is: in the context of starting seeds/seedlings, what would the result of a 15W CW Homelight from Home Depot be in a fixture that wants to see (by specifications) a tube rated for 18watts??

I'm told it would light and likely burn out earlier, but I have been "burned out" by HD staff on other points!!
