Growing under Lights

First Timer - Query on Damping Off

This will be my first season growing seedlings under lights (fluorescents) - and I am wondering how great an issue damping off is. I realize an oscillating fan needs to be on - does it need to be on only when the lights are on? Or should the lights be on all the time for seedlings? Thanks so much.

For me, it has not been an issue since I started bottom watering years ago. I use a fan only for maybe 30 minutes a day and that is to help strengthen the stems, not dry to pot-ting mix.
