I grow African Violets and their relatives (Gesneriads). I use the plain old shop light fixtures. They are cheaper to run and a 40w is pleanty of light for them.

Yeah, I use the 4ft shoplights under long shelves also. What I'm looking for needs to fit under a 14"X16" shelf (i.e. the light fixture needs to be less than 16" long, and very "flat". I did find some 13" long "under-cabinet" lights at Lowes that take a T5 8W bulb, and can be joined together by little cables. I may try 3 of these side-by-side under each shelf.

Look at the various compact fluorescent designs. They are typically T4 or T5 tubes contorted into various shapes. Some of them are a nice flat shape and good for filling a short space. You would probably want about 30W. The very short low power T5 tubes are not terribly efficient, only about 400 lumens from 8W, so you might want to consider using four of them, or even five, to get the light you want.
