Trouble wiring a Double fixture???

I bought a double lamp, 2 feet, 20 watt light fixture for starting seedlings. The ballast is a 120 volt one and it had a bare black and white wire for the electricity. I know that this fixture was meant for ceiling installment but how can i modify it to be able to connect it to my wall outlet instead????

Get an extension cord, cut off the female end(the end that doesn't plug into the wall) and wire it to your light. Your fixture should have come with wire nuts. Use those to make the connections and then wrap electrical tape around it. Hope this helps.
