34w: poor tubes for basic growing?

When I began to plan my basement set-up this winter, I was told just get "regular shop-lights - they will do fine". Which is what I did, and now I have read in an old post on this forum:

"The 34W T12s are really pretty poor tubes, big fat things that don't put out a lot of light."

Well, I have 8 of those "big fat things", and I assumed since that was all my hardware store had, it was the basic type.

Is it hopeless to grow anything under 34w?? Keep in mind that all I want for the time being is to have a head start on basic annuals and a few basic veggies, to be planted out in the 3rd week of May, or so.
