When do you move the plants outdoors

I've been growing under lights for about 6 weeks..various things (morning glories, moonvines, cobea scandens, babies breath, sunset hyssop, trailing soapwort etc..). I got a pretty good germination rate. Now I'm just watering and keeping them under the lights. I suppose they are growing but its at a snails pace. Aside from waiting till frost date has past, is there a rule regarding how big the plant should be or how many leaves it should have before you stick it outside? I also know I have to harden off and I'm not quite sure when to start doing so. Any advice would be appreciated. Thanks Lyn
