Growing under Lights

Cheap light set up for newbie needed

I have an indoor zip up greenhouse (basically a wire bookshelf with a plastic cover purchased at the grocery store). I don't think my plants are getting enough light. I want to add lights to the bookshelves, but I have no idea what the best, affordable option is.

The bookshelf measures 26" by 18". I found a 2' florescent light at Lowes that takes 2 20W bulbs. I also found a 4' florescent shop light at Lowes that takes 2 40W bulbs. Would the 40W bulbs be dramatically better than the 20W bulbs? Can I safely have lights on the book case while the plastic is on it?

I think the 40 W would be twice as good as the 20 W (twice as much light). The lights tend to stay pretty cool, so I think as long as there's nothing touching them, you should be okay.
