That looks like it is a compact fluorescent. Only 9W though. Probably enough for one plant as shown in the picture. For several pots, go to Home Depot and pick up a couple of the compact fluorescent spirals (20W or 25W) and plug them into a timer. For lots of plants, get a shop light and a couple of 40W four foot fluorescents. Cool white (4100K) is a good colour, or 6500K if you can find it for a sensible price, but it isn't critical unless this is the only light the plants will get.

I have seen those lights you linked to for less at the hardware store. I think such a light would be ok for an office environment where you wanted to grow a plant that needed more light than the typical office provides, but for at home growing it isn't much of a light.

Just browse your nearest Menards/Home Depot/Lowes whatever you have. There are a ton of choices out there.
