What's your specific concern? Generally speaking, adding more light always helps and those two probably have very different wavelengths. If the LED is a commercial light, it's probably close to useless, but it won't really hurt anything.

Utilizing both lights will provide better results. The LED light is likely missing the IR that the HPS will provide, and this will boost photosynthetic rates, especially if the panel is heavy in 660nm light.
