couple of newbie questions

Hello,

I'm going to try to grow some Jalapenos from seed indoors with a lamp. I live in Scotland so planting outdoors is not an option, although I have a heat tray so I fancy trying them indoors. I have no gardening experience, what's the best (read: cheap) way to light them?

I spotted a pair of flurescent bulbs with a reflector (9600 lumens, 4100K) fairly cheap. Is the 4100K to low in the spectrum or should I aim for higher? Is there any tips you can offer or anything I should look out for?

4100K is fine. The bestest cheapest simplest way to light one or a small number of plants is to use a compact fluorescent bulb. Not exactly sure how much light peppers need but quite a lot I think. 9600 lumens spread over 2-4 square feet should be sufficient. Not sure what your bulbs are, 9600 lumens is an odd number for one or even two bulbs.
