how close to the lights for seedlings?

I am in the process of an experiment with some leaf lettuce and bunching onions indoors under T5 HO lights. As far as I have read the common theme is "as close to the bulbs as possible" or "less than 4 inches". I started my little seedlings at 2 inches below the bulbs. Four hours later they had all fallen over and turned brown :( Now I have a new set about 12 inches below the bulbs and none are "reaching for the light" yet (almost a week, they are getting true leaves). My question is if the intensity of the lights make a difference in distance you can put the seedlings. Three 6" pots with 10 seedlings each under 6 48" T5 HO bulbs. Comments? Suggestions? I'll update next week and report how they are doing.
