lettuce wont grow past seedling stage

anyone know why this is? i am only using office style lights but i was thinking sufficient. followed instructions from several sources. been seedlings for about one and a half months. growing in my basement where it stays about 72-74 deg. thanks!

Will need more information to be able to help you. What exactly do you mean by 'Office style lights'? how many are there, what typing of potting soil are they in? For example.

If your basement is 74 degrees and the lights are close to the plants it very well may be way too hot for them.

A picture would really help if you could provide.
