power consumption of ageing fluorescent tubes

I know that, as fluorescent tubes age, their light output becomes reduced. Can anyone tell me if this is correlated with reduced electrical consumption? I ask because 1) I hate to throw out tubes with years of life still in them and 2) the heat output of the fixtures is an issue with me as summer grow room temperatures run pretty high already.

If lower light correlated with lower power consumption (thus lower heat per fixture) then I could just supplement the ageing tubes with additional fixtures. Is this right?
