Starting seeds under lights and different heights

I typically start seeds in a 72-cell flat, under lights. Until recently, they were for container gardens so I started 4 cells of this 6 cells of that.

I planted according to the instructions and my last frost date, typically 3-8 weeks before the last frost.

Some plants grow fast, others slow. Some plants are tall (in the end) and others short. Yet the typical grow light setup (2-4' tubes) hanging above the plants is one level with the table.

What happens is the fast/tall plants quickly make it to the light, while others crawl along. You then have to move the light up a couple inches above the tall plants. Then the shorter plants are further away. In the end you end of with some nice plants and some leggy plants.

Any creative ways to deal with this? i typically don't need 32 or 72 of the same plant and don't need to invest in a separate light system for each group of plant heights.
