Papayas under lights question

Hi

I am growing some papayas from seeds. They are about a foot tall and will be coming inside soon when temps drop below 50 degrees.
They will be housed in a 55 gallons fish tank with lights above.
The papayas will go outside during warm spells throughout the winter.
My question is about my lights, I have 2 GE 24'' fluorescent bulbs with light output of 750 lumens (20 watts). Will that be able to keep the papayas alive throughout the winter?
