Lighting greenhouse questions

Since I was hijacking someone's thread, I thought I'd start my own.

I have a 6 x 8 greenhouse.

I have tropical plants including waterlilies, gardenias, jasmine, mandevilla and assorted foilage plants.

My climate is USDA zone 8, not very cold but very cloudy and rainy for over six months of the year. Greenhouse partially shaded by neighbor's arborvitae hedge. The shaded wall of the greenhouse is also the wall that gets prevailing winds so I will insulate it with reflective bubble insulation for winter.

The local greenhouse/hydroponic supply store told me a 400 watt HPS system was the right size.

How do I figure out if they are correct?

How do I figure out if I can afford the electricity bill? Do different brands of lights use different amounts of electricity?

I know that for my waterfall pump, an expensive up front magnetic drive pump uses far less electricity than an el cheapo from big box store.
