Heat lamps produce a lot of infra-red, which has mostly harmful effects on plants. If you want more hear, I recommend getting 400w CMH lights.

However, the temperatures you are contemplating are way too high. From another group, answering a question about problems with growing Jalapenos:

"But based on the fact your temperatures are exceeding 100 degrees, I have to believe the plants are experiencing heat shock. This condition will cause them to go in a semi-dormant state. The result is very few blossoms and slow growth.

I would not worry too much as long as they look healthy. Once the temperatures cool, they will recover just fine. The optimum temperatures for tomatoes and peppers is between 75 and 90 degrees. Heirlooms will still produce at higher temperatures, but hybrids lag behind."

Don't use a heat lamp, if you want warmth, then just add more VISIBLE light. It does not matter if you put in more fluorescent tubes, or more HID light, like HPS, metal halide, of CMH. Out of all those choices, if you consider HID as a possibility, I agree that CMH is the best choice - the spectrum goes way out into the red end, which spins the chlorophyll electrons very effectively, there is a beautiful blue component which plants love, it keeps them nice and stocky and bushy, and helps them synthesize chlorophylls, it put out tons of photons, and is a very economical and long lasting lamp that you can use for years before having to replace. Also, the CRI is extremely high, so your plants look BEAUTIFUL!!!
