Reptile lamps for plants?

I relize I already posted something similar to this, but this is more specific.

I have an ESU reptile lamp in my old gecko cage. It takes 9 watt fluorescent lamp. On the back it says....

The desert 7% UVB 9 watt mini compact fluorescent Lamp provides full-spectrum natural daylight rays with high-UV output for proper calcium absorption. It produces the ideal amount of UVB (7%) and UVA rays for reptiles with high-uv requirements.

I dont know what any of this means. I plant to grow seedlings in this cage and am wondering what this light will do for them.

That's more of a heat lamp. From what I've read UV does nothing for plants. 9w is just too little light for any plant other than shade lovers. I would use a minimum of 15w T8 p&a or cool white fluorescent and get it as close to the media as possible.
