What is better for growing indoors T12 or T8?

Started growing herbs and like it.

Want to get some cuttings from like lemon balm and basil to grow indoors this winter.

Seen shop lights at the store for only 10 bucks, they hold 2 T12 fluorescent tubes. Also seen plant and aquarium bulbs.

The space I'm using is small. Have 8ft x 1.5ft available to use.

May start by only using 4ft of space though.

Meaning, I'll probably get two shop lights side by side.

May be a bit much, but would like a lot of light.

My goal is to get the cuttings to flower.

I'd also like to try at getting some peppers.

Will T12 lights be enough for this?

There will be 4 total, and will use a variety of cool/warm/plant lights. At the right K spectrum.

Or, do I need to go with a T8 system?

I even heard T5 is excellent, although, I am on a budget.

What do you guys suggest?

Has anyone ever used a set up like this to get herbs to flower, or close to flowering?

Just some T12 shop lights? or even T8?
