Toothache plant is grown as an annual in your zone so unless you want to grow them inside you don't need to start them now. If you do want to start them inside to transplant outside I would suggest starting them about the beginning of April next year.

Now if you want to grow them inside you have lots of options for lighting (fluorescent, CFL, HID, LED) . FWIW, HPS/MH are actually more efficient than CFL's so to get the same amount of light you will burn more electricity with CFL's BUT CFL's produce a lot less heat. I have no experience with LED light systems but know others that use them with success. They are very, very pricey, however.

To better help you we will need to know how many plants you intend to grow and what kind of space limitations you have.

There are lots of studies online regarding day length and flowering on the family Asteraceae that you can read up on. I would personally probably run the lights 16 on, 8 off the entire time.
