Best all-purpose lighting

I am looking to buy one lighting system that will work well for both foliage and flowering, if there is such a thing. From reading the lighting posts, it seems that the choices include:
1. Conversion bulbs
2. Dual spectrum ballasts that can run HPS or MH
3. Ceramic metal halide(CMH);
and, maybe more.
I want to keep things simple and purchase a system that will satisfy me over the long haul and be versatile.
