Amount of lighting needed for 6 plants

I have some tomatillo and jalapeno seedlings that I am growing, and I was wondering how much light I would need for 4 jalapeno and 2 tomatillo plants?

The owner of my apartment has a junk load of aquarium fluorescents laying around, and I was wondering if I could use these with good effect instead of throwing down for a 400W MH. For propagation, I am using an aquarium housing that holds 2 30" T8s and has a dinky reflector in it, but there are two more lights which hold the larger T8's in them.

My question is, can I simply buy new bulbs and use these or is the difference of a MH in yield/quality worth the extra investment?

Also, should I array these lights in parallel overhead or is there an advantage in having one overhead and have the other two standing upright and shining from the side?

Simple answer - about 30,000 lumens at the canopy if you plan to grow them to maturity.
