Question on lights for an existing fixture

So the more I read the more info I find on the typical aquarium lighting not really cutting the mustard for out of water plants. I have a fixture that I wanted to use for starting seeds and maybe growing some lettuce/veggies indoors. Several of the bulbs I have are still good; one full spectrum, one 50/50 and one blue. I was planning on just replacing the three that are out on this fixture and Im trying to figure out if it will work at all. The fixture is an Aquarium Compact Fluorescent Straight Pin Bulbs with room for 6 bulbs.

Also, I wanted to get more info on if it would be better to just change out the entire fixture vs buying new bulbs etc.
