Don't go there. These bulbs are for aquariums, especially for corals. The Radium has an almost monochromatic blue spectrum, the Ushio has a wider spectrum but still almost all blue/violet/UV. Not good for growing plants. Also inefficient and short-lived.

Could I use HPS for red and about 20% of the wattage in these for blue?

You could try. If you want to use the Radium bulb you should really hunt down tha right ballast. You might look at actinic bulbs which should produce just a blue spike at 420nm-450nm, or just about any "coral" bulb. Start cautiously in case there is more UV than the plants are used to.
