Edit - Everything you have sounds fine just make sure your pots are deep enough. I grew carrots in too shallow of pots one time and they all had a nice hook at the bottom LOL I should have taken pictures!

Yes what size pots should I use for the carrots and baby beets please? I found a 2 gallon nursery pot that is 10" in diameter; will this be big enough for the baby beets and carrots?

I think it would depend on the depth of the pot- I have nursery pots that might be the same size around, but are different depths. Like a pot for something shrubby like a raspberry or hops might be different than the same size around pot that a tree came in.

How deep would the pot have to be to grow baby beets and a carrot that is 1"-2" long (the carrots will be 1"-2" long at maturity/when they're ready to be harvested).

That ought to be deep enough. Just pile on the lights - growing veggies to maturity isn't the same animal as starting from seed, or even overwintering ornamentals or house plants.
