height of light from plant

I have a grant to purchase full spectrum lights for the growing beds in my preschool but I cannot figure out what I need. Room has 14 foot ceiling with windows facing due east. Two windows 5' x 4' are above two concrete planter beds which are each 5' long by two feet wide. Top of planter box is one foot below each window. Two feet above those windows are two windows 6' long by 2' wide. My first planting of tomatos, lettuce and peppers was unsuccessful. Plants are very leggy and leaves were curled over and thin. We got a few tomatos but nothing else.

Hanging lights directly above the planter boxes would be awkward and unattractive besides being in the hazard zone for potential flying objects with my preschoolers. I would like to replace the two 4' long florescent with full spectrum lights. They are 12 foot above the planters. Will the plants get benefit from that distance? Are the fixtures made for ceiling mounting permanently? Thanks for any help you can offer me.
