If you are going to place lights so far away from the plants then you need to use a suitable reflector. The light needs to be focussed so that most of it actually reaches the small planted area instead if lighting up the rest of the room, out the window, etc. At 12' you will probably need a parabolic reflector, possibly hi-bay light fittings will do the job. You want something that forms a noticeable bright spot on the floor below it. The upside is that you will have complete freedom to grow quite tall tomatoes. Place the fittings slightly behind (ie. inside the room) the planters so that they are lighting the bzck of the plants while the window is lighting the front.

I would also suggest that you need more than a pair of 4' tubes for each planter. Think about a minimum of 4 tubes per planter. Look for high output tubes with around 3,000 lumens each. Full spectrum lights may give you a slight improvement over regular cool whites but I don't think they are necessary when you already have natural light.

shrubsnbulbs is right. At 12' You'll need a good reflector.
Light looses so much energy w/ distance that to really do it properly, I think you'll need the reflector much closer to the plants if you want to produce anything worth while.
Tomatoes can get tall so to keep things a bit more equal, you may want to try a dwarf variety?
