Asiatics don't need to be soaked. That seems to be often recommended for orientpet and tetraploid seeds, especially. Knowing that there are no germination inhibiting chemicals in asiatic seed, if it were me, I might let them imbibe water from a paper towel. Ones that don't plump are empty and dead. Ones that do plump are probably alive. Personally, I find seeds that are plumped this way easier to handle. Seeds that are completely wet (like from a coffee mug) rather than just moist tend to stick to your fingers, the side of the mug, etc. Makes placement difficult.

Try not to use tap water for your initial soaking or seed plumping. There is a lot of added chlorine, flourine, sodium and probably other compounds that can't be good. Best is rain water or distilled water.

But as said, soaking is not need. You could plant them directly.
