I worry that hardy Tiger lilies will not receive enough of a cold period to thrive and bloom consistently each year where you live.

You can purchase bulbs that will bloom this summer, but if you don't get temperatures in the 30s-40s over the 'winter' for a period of several weeks, your lilies may not flower next year. You can artificially cool them, but it's quite time consuming and takes up space in the fridge.
