Not likely will you see flowers this year...it really depends on how much of the top they took.
Prevention:
-7 foot fence...the best, but most expensive
-electric fence..I never found this very effective
-deer sprays...varies with having to apply after every rain or every couple of months.
-if not too big of an area you could cover with bird netting
-a big outside dog
-plant other things they don't like instead.
I have spent lots of money on things they are not supposed to like, they just didn't read the list.
Sorry to hear you are no longer deer free and even if they disappear for awhile they have a habit of always coming back at the right time to taste the treats again.
