In my experience with seed pods in general, if the seed pods are still fresh and green, the seeds inside them are not ripe yet. Usually, once the seeds are finished developing, the pod will shrivel and dry up. Your seeds may not be developed enough to germinate.

But, I have no direct experience with Agapanthus seeds, and while it's called Lily of the Nile, Agapanthus is not a true lily. You may want to post your question to the Bulbs forum.
