Whether they flower or not, you should wait til Fall after the leaves start to turn yellow to cut them down. Every bit of photosynthesis helps the bulb grow bigger so that next year you'll have stronger plants with more blooms.

If you cut them early the bulb won't die (at least not from the first time), but it will come back smaller with fewer blooms.
