Rabbits. They chomp mine off too. They don't eat it, just chomp if off. I've used rabbit fencing, but this year, I didn't get it back like I should have. In fact I'm wanting to replace it with some white vinal (sp)fenceing. I've heard blood meal deters them.

I bought a can of Liquid Fence. It's expensive, smells bad, once it's dry the odor disappears to humans at least, but is highly recommended on and off the net. I've only applied it twice now, so it's too early to tell how it's going to work long term. It is environmentally safe and you can spray directly onto your plants with it as well as the perimeter of the planting area.

I love my critters and don't want to put up fences, just keep them out of my flower beds. Fences might stop rabbits, but they are ineffective for squirrels, chipmunks and other varmints.

Haven't seen so many rabbits yet this year; last year the neighborhood was infested with them, but I did pet a baby bunny when it hopped out of the lilies of the valley, then scurried back in to safety.

I do have a couple lily tips missing, but it could have happened because they didn't take off when I planted them or before I sprayed.

Some say blood meal works to keep critters away, but dogs will dig at it, so that's a problem. I bought some granulated bobcat urine and it seems to work okay.
