They are not planted too deep since lilies are planted deeper than most other bulbs. Most lilies are shorter their first season (often by a significant amount). But, there are also a number of short cultivars on the market such as "pixie lilies" (a short, ~1', asiatic) and miniature orientals such as Mona Lisa, which grow to about 2' tall. Lilies that bloom now (or soon in your zone) are Asiatics. Lilies that bloom late July or August are Orientals. (There are also interdivisional hybrids that bloom inbetween.)

The ideal time to move lilies is after their foliage begins to turn yellow (meaning they are no longer photosynthesizing and contributing to additional bulb growth). Just make sure they are replanted shortly after digging up. Even without leaves lily bulbs are never truly dormant.
