new leaves coming out wilted

Hi, I'm growing some casablanca and stargazers (about 6 to 18 inches high now) in pots, and I unfortunately ignored them for a about 2 weeks. I didn't completely stop watering them, but I would just water them every 3-4 days. The soil never completely dried out, but I could tell the surface was getting kinda dry. In any case, when I came back to tending them regularly, I noticed that the new leaves from the base of the plants were coming out completely dried out, but the rest of the plant looked healthy. Is this caused by the temporary lack of water or something else? It hasn't been long enough for me to see if further leaves are coming out shriveled. I read about needing to mulch the base of the plants, but I'm not sure how important this is. It is getting a bit warmer in San Diego, so I don't know if I need to go ahead and do this. Thanks.

    My hardiness zone is light years away from yours, but could you be over watering? Lilies have a fairly low water requirement and don't like wet feet; the bulbs will rot. Once in the ground and initially watered in, the bulb itself should pretty much have all it needs to grow and flourish helped along with any normal rainfall or a periodic supplemental watering.
