If you want them to be in another location move them and plant 2" deep. If you will like more blooms where they are leave them be. They should grow to full size bulbs by the 3rd spring and may have 1 bloom the first year. Don't worry about the new leafing Lilies are very hardy. They will pull themselves down by the roots as they get larger. You can move them as late as you can still till the soil. Which in MD should be a long time yet. In yoyr area I'd let them get a few leaves then move if you like. I'm in upper NY state so mine are moved already. As for mulch? Go ahead it won't hurt them. Also if you find large bulbs you can pull off a few "FLAKES" and plant those half in half out of the soil and they wil;l take care of themselves growing full size by the 4th spring. I've had "flakes" bloom with a single flower the first spring. Enjoy!!

Thanks lilium_guy56, I will remove and relocate some flakes that are leafing and leave some on the parent plant. Here is a picture of my lily garden which is later accented by black-eyed Susans.
